Before joining States United, Zoe worked on state and national voter protection efforts, including by serving as the Research & Policy Director at Fair Fight Action, and working with in-state teams in North Carolina and Georgia in 2020 and 2021. She was a public interest litigator and federal law clerk for several years before that.
